Celestial Sigil always sold out?

Same town same district yet still cant see each other?

When I go to explore the guild hall and everytime I talk to the Sigil Trader it either says "I'm completely out of stock! Try coming back...

oh and we both joined the academy to see if that would fix it and still same problem. We've both deleted our characters and started over still...
