Cant find on interactive map!??

First things first My Char description:
lvl:13 at 96%
Elementalist/Necromancer

Im looking for METEOR SHOWER. In the skill list it states that it can be acquired by teh trainer "Captain Greywin" in the Ascelon Settlement. But one question where is the Ascelon Settlement. The location is not on the interactive map. My exploration reaches as far as Ventari's Refuge. I would much appreciate it if anyone could tell me the location of where this skill can be found or bought.
