(Edit) Found out something today Level 3 and Cognet are in a contract spat. Both are major infrastructer of the internet. It's affecting RoadRunner and Cognet (isp's can be affected by this if one of them is hosted by L3 or C).

I wonder if there affected there datacenter or there network.
