I created my guild but I cant create the cape do i need certain materials or something ???

2000gold = 2 platinum bars(as shown in menu)

Are platinum bars just the game's way of saying 2,000 gold, or do you actually have to get platinum bars?

yup. ones u reach 1000gold. it will be replaced by a 1 (platinum) bar.
