1) How many RPG players play for puzzles? Do you want to push around boxes or something?
2) You can pass PvE with just about any decent set of skills. You could run around with half a skill bar and still win.
3) "But since when is strategizing a puzzle?" Strategizing is FAR more complex than just a puzzle.

A puzzle that remains the same would easily be solved by future players. A puzzle that changed enough to stay fresh to thousands of players would be hard to maintain.
4) So the monsters have the same character models. Hey, let's put in individual models for each of the monsters and make the game take 1,000 times longer to load and play because of lag and graphics limitations!
