Hall of heros

I was told that only RP characters can get items for winning the Hall of heros is this true?

If you count the item for creating a Guild, then yes, you get items.

If I understood what I read correctly, a lucky few win random items (not everyone in the guild or group). The rest just get a quick Congrats and the chance for a "rare quest". I read nothing about only rp characters, but I don't remember my source so I might be wrong
