Shutdown Mesmer

I've been wanting to try this build out for ages, but never got round to making a mesmer. I now have a pretty good level 20 (canthan), but I lack the knowledge of a good shutdown mesmer skill list. Some help on choosing what I should put in my bar would be helpful, with places of elites, if possible. Especially Power Block.

Also, on an unrelated matter, anyone know where to cap energy surge?

power block (one of my all time favs ) - Perdition rock. Off one of the hydra bo- wait, thats echo. Erm.. Lyssa's cursed? I dont remeber which mob but its in perdition rock with echo and sig of midnight

E-surge has numerous locations in southern shiverpeaks. I got mine off a mursaat in the mission before Iron Mines of Moladune I *think*. You see Esurge a bit down in southern shiverpeaks

Energy Surge can be capped from any Mursaat Mesmer boss, found in:

Iron Mines of Moladune (mission)
Ring of Fire (mission)
Abbadon's Mouth (mission)
Ice Floe (I think)

Power Block is capped at Perdition Rock, from Lyssa's Cursed.

Power Block is handy, I suppose. Diversion is a staple shutdown skill... there's the dual thieveries (too single-target to be great in large battles), and many others that you'll have to try (mainly from the domination line).

Bah. Now I'll have to explore Tyria. Well, thanks for the help. I'll bear that stuff in mind.

Don't get too attached to Power Block though.

Power Drain
Guilt
Diversion

Replace Stolen Speed with Echo or Glyph of Renewal.

I like the recent buff to Power Spike. But I think I like Shame better than Guilt.

I like Stolen Speed a lot. It's cheap, it's fast recharging, it fits into any build (since it's Fast Cast) and on an experienced interrupt Me it's just as good as Migraine/Conundrum. I opted for the universal interrupts btw, the spell only once limit my options too much, I need versitility.
