Those are pretty mutually exclusive things, the requirement for the wand and what bonus to recharge it gives.
The problem here is that for wands, most people only look for +energy out of rares. If not, the collector wands with +20% faster skill recharge toward the required magic skills is better.
I'm sorry to say, your wand isn't worth much. Maybe you could pawn it to specialized people who will use it for PvP. Other than that, I would just npc it. But be a rebel! Npc it to the scrolls crafter in Whitman's Folly. Whoever would pay 5k and a ton of materials for one of those suckers?
