Resetting Skills

I'm not sure I know what you mean by reset, but if you mean change them around...then yes. As you aquire skills, they stay in your skill list. You can only aquire skills for your professions. While in outposts, you can drag and drop skills to and from your skill bar and skill list. While outside of an outpost, however, you are stuck with the eight skills you have chosen. This system is similar to playing with cards. Your skill list is all the cards you have to choose from, and your skill bar is your deck. You can change them around whichever way you like.

skill points come easy anyway

You still get experience after you reach the maximum lvl of 20. Everytime you would've leveled after that you get a skill point. Also, I think completing side-quests still gives you a skill point.
Strycker I know what you're confused about. Let me get a few things down. Skills don't take skill points. You just learn them(Paying for them, I believe). They don't go away. You can learn as many skills as you'd like. You choose 8 to use in missions and battles, which can only be changed in town. The strength on those skills depend on your attributes. Now, Attributes can be refunded, as others have stated. Did this help?

why are they in the game at all?
yes you need a skill point for a skill
edit
a signet of capture for acquiring a skill from a boss costs a skill point and gold
when you capture the skill the soc is replaced with the skill
1 skill 1 skill point

For the most part, you get skill points from missions (Which there are a ton of) and if you decide you want somethin later in the game, its not too hard to run a quest and grab it. Right?
