Go with an air ele for that. Earth is a good line, but air is really better for single target destruction.
For those of you who hate wa/mo's try a water trident/echo build. Hard for a warrior to hurt you when he can't get to you. But that only works in the "ideal" situation.
For an ele, go with a fast-casting domination mesmer.
If you don't care about taking the risk of a dispel, try an IW build too.
Really though, It's all reletaive to your target and his team. There isn't really one build that kills everyone every time.

That's absolutely correct because if it wasn't then everyone would be that one build, and if someone comes up with a way to break a combo then the streaming technology can be used to get rid of it. So if you really do have a grudge against some one then come back and say what that character is so we can tell you its weakness.

No one build can easily take out an enemy character. For example, an air ele, will cast 3 or 4 spells and total about 300 damage or so. Unfortunately, a typical toon has roughly 500 life and the air ele has no easy way to follow up the last 200 damage. Warriors and rangers have potential to solo a enemy due to their sustained dps, but a few choice spells will render them useless. In short, there's a reason why PvP forces you to be on a team.

his question is not, "what is the best damaging build?" as many people have interpreted. He wants to do damage to one target (probably a monk) so forget about AoE, DoT, and anything else which doesnt really accomplish that goal.
Air eles are proven to be able to kill just about anything in 5 seconds without monk intervention. Again assuming no monk intervention, a w/mo, w/n, or w/e could put serious pain into one target in a hurry, using a sword or axe.
Monks mesmers and necros probably cant, and maybe a ranger can, but not as good as a wa or ele.

Personally, when just fighting 1 on 1, I can kill just about anything. So long as it can't inturupt any of my spells. First cast aura of restoration. Then hit it with meteor shower from a distance. Then run in and cast, inferno, lava font, and phoenix (not necessarily in that order). If it still manages to be standing, cast armor of earth and keep hitting it with phoenix and inferno.

I'd suggest an Elementalist / Mesmer using earth magic. Using Obsidian Flame, Echo, and Arcane Echo. Maxed out earth magic with some runes will cause it to deal over 100 damage, everytime. With two echo'ed copies of it, you can hit someone with it every two seconds, so they're going to go down in a hurry. The downside is that you're going to be effectively done after taking down one or two targets (it causes exhaustion) unless you have 100 or so energy, then possibly three. Probably doesn't work against smart monks who know what they're doing, but it sure works well in the random arenas until people target you, though with all that earth magic you can afford to take some great defence spells so you can take down that warrior before he/she takes down you. Mesmers will still be problematic if they're after you, though.
