Number of Mods on *Wands*

I know wands cannot be upgraded, however I was wondering how many modifiers can be found on wands. GWonline says that there can be two (4 on the staffs). However, in-game I have found a couple ppl say that there can be only one on wands. Could someone please give me a quick clarification.

Two. Collector and PvP wands only come with a single mod, however, so you have to find a top rare if you want the double modifier.
