Note... This skill might be bugged... When you use it, the skill that it makes cheaper doesn't cause exhaustion, even if it normally would...

Hyl Thunderwing is the Boss with this skill.. In mineral springs NE of Granite Citadel..

How do you get to Mineral Springs? I must have missed it when I went through with my first character. I didn't see Mineral Springs or Granite Citadel.

Head northwest from Copperhammer Mines to the Granite Citadel, then northeast from there, through Tasca's Demise.

This Skill is not bugged, it was changed.
It reduces the cost and removes exhaustion from the next Spell.

No, it only works on spells.

You can get this skill just outside ember light camp from a mako hydra boss.
