unable to unlock secondary switchign on 2nd char

is there some kinda limit to these quests? i was able to unlock all of the proffesions (except for ranger, as it is my primary on that character) with one character, but cannot even receive the quests on my warrior.

to make sure this isnt something stupid i have (or havent) done, please list any pre reqs to do this quests.

i am lvl 20.
i have completed the first 15 point quest.
i have completed one of the ascension missions.

this problem is unique to me i guess?

did something change in the last patch maybe?

I unlocked the Elementalist one, but havn't been able to unlock any others, even though some people were talking about the Warrior one (Destiny's Gorge) while I was in the same outpost, and couldn't find the quest giver there. That was before I ascended, though.

just finished ascension, and the quests al unlocked. im positive i was able to do these quests pre-ascension before, though. or im insane, who knows.
