It depends upon your build, your play style, and your level of experience.
As has been said, the flatbow has a very high arc and can be more easily dodged. In PvE you would notice more shots "missing" or being dodged. In order to make a flatbow really viable, you need to combine it with Favorable Winds or Read The Wind - but there are advantages and disadvantages to that also, such as loss of a skill slot, recharge times, etc.
Flatbows used to be used a lot by Barrage/Pet groups because one FW would affect the entire group. A B/P group was based around putting lots of arrows in play, so you'd want the rapid fire of a shortbow or flatbow.
Depending upon your level of comfort, I usually recommend a shortbow for general all round use. Some people will complain about the range of a shortbow bringing you close to the action, but it's worth noting that the shortbow's range is the same as a Paragon's spear, and only a little less than spellcasting range.
Also, if you are using Heroes and/or Henchies a lot, using a shortbow will guarantee that you get within range to trigger your H&H (and other various allies) to attack.
If your build is mainly centered around interrupting, then a Recurve bow may be your best choice, although a shortbow works almost as well.
Longbows are best for pulling, and wussies who are afraid to get close to the action.
