Computer Building Help.

Right, I am currently building my computer.
We have everything in etc.. But the Graphics card's (Radeon 4850) fan won't spin.. Well it has twice on start up.. the BIOS won't show up either and my monitor appears as if the computer is on standby
Everything else seems to be working fine..

loose cable??? I had that problem on a pc I put together this past fall... it would spin 1/8 times; it turned out to be a loose connection. XD
