I am also on Hughesnet. I did a tracert and it reaches ArenaNet's servers fine. Their DNS servers are also reporting the correct Ip for their web server. Also people using ISP's other than Hughesnet are having the same problem. Some proxy sites I was using to access the sites are now reporting the same issues. Hughesnet has also stated to me it isn't a problem with them and are able to connect.
Seeing as ArenaNet's senior techicians, after 2 days of emails still doesn't understand that I am unable to access their web site, and still thinks I cannot login to the game, I don't expect ArenaNet to do anything about this.
I have noticed that some other web sites ban access by Hughesnet since it shares IP's and one person will get everyone on the ISP banned.

Another odd thing about connecting to the site, is their official ftp ftp.guildwars.com resolves ip to 206.127.153.151 which is exactly the same as
www.guildwars.com but is completely accessible to me.
https://www.guidlwars.com works ok also. If you are one of the ones that can't access through port 80 I would recommend making your predictions using this address. Unfortunately
https://wiki.guildwars.com/ is not accessable.
