/endsarcasm Nothing in EOTN will drop something so low-level. And it's a WEAPON. So it's supposed to be inscribable IF it came from EOTN. Your argument fails.
Here's a challenge: find me a mob in EOTN that's in the level 15-18 range(which would drop something of that requirement) that drops items.

if you got in in gwen, it would be Water Staff of Mastery. and not Water Staff of Air Mastery. unless you got it in one of the Operation: Dragon's Gullet Mission.

I'm not going to test if they drop these kinds of things, but the "charr horde" quest, one of the first you do in EOTN, is against a truckload of low level mobs (with a few level 20's thrown in) and they do drop stuff.
