Just curious about players personal opinions, after 3 years, there has been a skill which ive always hovered the cursor over but unfortunatley i could never quite find room for it in my bar, that skill being..

I agree the recharge time on WC is way to high, maybe it should be like 30 or 45 seconds. Anyway I think I would have to choose Keystone Signet, I mean seriously can anyone show me a good working build that would use that?
Elite Signet. All of your signets except Keystone Signet are recharged. All of your non-signet skills are disabled for 17...7 seconds

I'm sure it works well in AB/RA but I doubt you'd have any success with it at any higher level.
Enough about that though, my candidate for an update is Xinrae's Weapon. That spell has potential to be so interesting and yet it's sitting at a 25 energy cost with a somewhat bad effect considering the cost. Either lower the cost a bit and shorten the recharge or increase the duration and time disabled.

Hard to name one skill most deserving, so here's a couple for thought...
Chaos Storm (bad in every way)
Persistance of Memory / Symbolic Celerity (redundant, e-cost, ench)
Elemental Flame (only use is for covering hexes)
Shroud of Silence (...)
Resurrect (can't be justified in comparison to other hard resses)
Orison of Healing (obligatory)
Wastrel's Collapse (5 seconds!)
Chaos Storm (bad in every way)

[gust] -what is the point of knocking someone down once every 20 seconds and only if they have a very specific hex on them (a lot of water hexes only last up to 5 seconds and this spell has a 1 second cast time -it's just too specific of a condition to be called an elite.)
[glimmering mark] -the hex should be applied to an area of foes like mark of rodgort.
I'm really tired of the water line getting the shaft: many of the skills could get reworked but these ones are just crimes.
[mirror of ice] -compare this to reversal of damage and this makes no sense as an elite skill.
[mist form] -again this is kind of crappy for an elite: compare it to [shadow form]
[slippery ground] -WHY KNOCKDOWN SOMEONE WHO IS ALREADY BLIND? this is the most worthless skill in guildwars.
[swirling aura] -because of the recharge its just as bad as mist form and even then it wouldn't go on anyone's skill bar.
[winter's embrace] -compare this to [grasping earth] and it just seems silly.
