Changing your build from time to time is part of the fun. It requires actually thinking a bit about things that may work. If you just use the same 8 skills all the time, how's that remotely interesting?
I'm glad Anet continues to support this game and keep the skill system fresh and interesting. Quit whining and play the game (or don't).

The problem is in the players as much as it is in the skills. IMO this nerf rests largely on the people that have been exploiting it to the point anet had to ruin it for everyone. Blame the PvPers that'll exploit anything the system doesn't prevent them from exploiting. They spilt the milk and anet was forced to clean it up in order to keep pvp competitive.
If you don't want things nerfed, avoid uberbuilds and being creative.
