There is a group of 15 Spectral Vaettirs in the SE corner of Jaga Moraine, near the exit to Bjora Marches. I've marked the location with a red circle on the map. The collector is marked with a green circle.
This is what I used to solo the Vaettirs with my ranger:
R/Me
14 Wilderness Survival
12 Domination Magic
9 Expertise
[skill]Melandru's Resilience[/skill][skill]Backfire[/skill][skill]Shatter Delusions[/skill][skill]Shatter Enchantment[/skill][skill]Empathy[/skill][skill]Natural Stride[/skill][skill]Storm Chaser[/skill] and (Cry of Pain)
Probably works better on a mesmer primary, but it did the trick. After you clear the area of Vaettirs, you can rezone using the portal to Bjora Marches and start over. On average it took me a little under 8 minutes to kill the Vaettirs and rezone. It's really easy cause you can aggro them one by one and they mostly just die to Backfire. The drop rate was 35/118 (around 30%).

unless the war chest piece(shoulders) does extend all the way down to the arms from the shoulder, it looked pretty crappy.
I tried it w/ my primeval. it cuts it off pretty badly....I think I might need to get a GWEN armor set just to make the glacial gaunts looks to fit.
It does look good in other sets.
