Anet will no doubt be throwing heros at us everywere we go the moment we step into EotN. So you have nothing to worry about

I hope this time the Heroes come in like the reverse order of Nightfall. The ones that were easy to get in Nightfall can leave them till late at GWEN, and the ones that were late to get in Nightfall should be obtainable in GWEN early on...
ie. please let's start with Ritualist first, then Paragon, then Mesmer, ... in this order
Weapons I already gave up... just used the /bonus ones instead. I've just created over 60~70 of those brand new "Hourglass Staff"s to outfit all those Dunkuroes, Tahlkoras, Zheds, and the rest of caster heroes. With this /bonus after all this time, I must have created over a thousand blades

What I hate is when there is a hero you hate or never use. Then a few regions later, they are REQUIRED for a primary quest or mission, and they're still level 10.
Me + Melonni = DOES NOT COMPUTE
I essentially use these heroes actively:
-Koss
-Dunkoro (bit less than usual nowadays)
-Tahlkora
-Margrid
-Sousuke
And in truth only Koss and Tahlkora have maximum weapons. Dunky-poo is currently weaponless, Margrid and Sousuke have semi-max weapons.
Not to mention I only got around to giving Tahlkora runes a few days ago.
Less heroes = easier to manage.

I must agree that using the /bonus weapons for the heroes has been the best thing for me. I hate trying to find just the right weapon for the build you are looking to use for on them; it's just easier to give them the bonus and be done with it. Not to mention the runes and everything else! Personally I only use a rune on a hero if I find it.
Back on topic though, Jora is said to be unlocked fairly early as she is the "box art" that Anet has been pushing.

Warrior - Jora
Ranger - Pyre Fierceshot
Monk - Ogden Stonehealer
Elementalist - Vekk
Mesmer - Gwen(?)

I don't find it hard to equip heroes, runes and insignias drop like crazy so all of the ones i have currently unlocked (only about 6 or 7) have all their armour done and collector weapons are brilliant for heroes or using those from basic weapon merchants.
Zhed has a nice 40% HCT 40% HSR wand a focus set
which only cost me 10k hehe

Still it would be nice to be allowed more heroes at once, it might take longer to set up but at least you know what they're doing

Keep in mind GW:EN is an "expansion designed for Level 20 characters". Therefore all of the heroes will most likely already be level 20 and come equipped with maxed weapons, though not necessarily the best stats. Theoretically you'd never have to use a given hero other than for specific quests/missions that require them since you wouldn't have to level them up.

Correct , but it does cost you , the usage of your expert salvage kit. So in the same effect you may as well buy the runes and be done with it, its probably cheaper in the long run if you make use of ripping runes a lot i would think?

Actually, apart from the one use of the salvage kit, it costs nothing more as you always have 100% chance of salvaging from hero armour as you can't break it
