Ok, I haven't seen many of these builds, and I have definitely never seen one like the original one that I used to use then modified slightly as you will see. So without further ado, here is the build:

Skills Set [{Elite} "Charge!" (Tactics), Dark Escape (Shadow Arts), Sprint (Tactics), Dash (No Attribute), "Shields Up!" (Tactics), Shroud of Distress (Shadow Arts), Shadow Refuge (Shadow Arts), Healing Signet (Tactics)]
Summary: Easy enough, shouts and stances stack, use "Charge!" in conjunction with any of the other speed boost skills and they stack. Plus you have enough speed boost skills so that you can constantly run and usually have an overlap of the shout and the stances. This being the case, you can usually outrun any baddies, not to mention any Whammo unless they are really really good. This is the build I used to use for my runs all the way from LA to Sanctum Cay, ToA, and all the way up to Ascalon. I have made a few changes to it recently, if you use Shadow Form (Shadow Arts) instead of "Charge!" it makes the run from Yaks to Icetooth Caves much easier, then switch back to "Charge!" at Icetooth and the second half of the run is a lot faster. I have also added Endure Pain (Tactics) rather than "Shields Up!" for the added hp when Shadow Form ends. Balanced Stance (Tactics) is useful if you are using "Charge!" for an area with knockdown (Droks for example) though in my experience Shadow Form also prevents knockdown, I don't know if it really does or if I have just been lucky. Using this with a lot of practice, you can solo run Droks. Also, as usual, highest armour, most hp bonuses you can get. Better safe than dead. And I use Rajazan's Fervor and a Crimson Carapace shield when I run, especially when I use the Shadow Form variant, the extra time helps like you would not believe.]

I usually A/D runners, though I did wonder what an A/W runner would look like.

Instead of Healing Signet, why not Feigned Neutrality as the other heal? o.o?

its not very good at all. a/d is better, a/w can work but you need warrior for balanced stance.

and i don't really see it saying it can run droks, just the other areas

It's so bad compared to other running builds that no one would want to use it. That's probably why it's never seen...not because it's original >.>

erm, this isn't a very good build...but...take charge out, put in shadow form, and put in sprint and enraging charge, and you might be good?

Actually, it does work, sorry about the mislabeling of skill attributes, it is the first post i ever made, and I think I was running on a couple days of not sleeping, so... Again, apologies for that. But yes, it works, as I said, I can run from Ascalon to Sanctum Cay and back, and I used to use it to run Droks. You just have to use Shadow Form to do it. I still do run Droks from time to time, but honestly I can make more gold doing other runs. I have been using this build since I got my sin to lvl 20, bout a week after factions came out. I don't like "Feigned Neutrality" as a heal skill, just because if you want to get the full effect, you can't use any of your other skills. Also, no this is not just a random selection of skills, as I said, I have been using and working on this build for quite some time... Before A/D runners were around, before Nightfall was out. When I was the only sin offering runs from Yak's and to Sanctum. It is fast if you use it right, and if you take the time to actually try and run with it. It is a build that takes some time to get used to and figure out the quirks and nuances to. If you dismiss it off-hand because it takes some practice, you are missing out on a rather rewarding build that has served me well, and lasted through all the game updates since Factions was still new.
