In theory this is good, but the fact is that there are known issue with a large number of Brand and non Brand Firewalls that are available to windows based computers. Firewalls can and do in some cases impede your ability to use applications that require network services. Many of these firewalls are automatic in their configuration, as are most windows security applications, that assume a user knows next to nothing about network security and unfortunately in the majority of cases that is how things are. That being the case firewalls are very often configured incorrectly. Many of the windows based, software based, systems rely not only on stateful packet inspection which is a good thing, but also rely on application verification by means of a Checksum. If the application fails to recognize an application change and request user input to verify that change has been authorized by the user, that application will be denied network services. It is also not uncommon for these firewalls to employ secondary services that continue to protect your system even after you have disable the firewall with in its application GUI. The easiest way to determine if this is the case is to delete the program access information from the firewall if it is possible, if it is not you must disable the firewall and its services to ensure network availability. You typically have between 5 to 8 minutes of unprotected safety unless the system has already been compromised in which case it really makes no difference because no firewall will really save you. Most firewalls including those that are hardware driven are usually smart enough to know that if you send information out of a port to expect information back on that port. If you are compromised your system will no doubt already be sending information through various ports.
That is just an aside from the topic. Granted Never turning off your firewall is a good recommendation, however I would say there are quite a number of exceptions to that rule. Thats my take on it, that of course may not jive with your previous post. Though in most circumstances Firewalls no matter if they are hardware or software driven impede that ability of a service provider to provide support.
