sic semper tyrannus was said by Caesar (notice the adornment on the ability's picture?) I knew it meant "thus always to tyrants," but I thought it sounded cool (it's actually sic semper tyrannis. I should have caught that. 
)
However, I thought Caesar said "to the victor goes the spoils." A quick Google check proves me wrong. (and it doesn't tell me where that quote is from!)
Still, the person in the picture is definately Caesar. Chapter 4 need to be Greek/Roman themed.
